I don't know exactly who is in charge of the Navy Yard towing services, but I have a feeling it's managed by the city based on the amount of paperwork you need to provide just to get your car out... After three trips (two unsuccessful) I had given them everything except my blood and organs to get MY vehicle which THEY towed for WHAT reason I'm not sure yet. Does anyone know if there are any courses out there for Parking Sign interpretation/translation? Just when I think I got the system down pat, I get burned everytime. Now, since I've moved to my current location conveniently near the subway, I don't really NEED a vehicle and I'm in the process of getting rid of it, but I imagine there are some out there who NEED a car to get to work, or drop kids off at school... whatever it may be, the Brooklyn Navy Yard is your enemy. A guy last week was seen jumping the fence to get his car out because they wouldn't give it to him - he was soon captured and cuffed by the BNYPD. I was tempted to do the same the other day, but I didn't have the right shoes on... Anyway, what can be done about the parking situation in NY for those that really NEED a car. With all the construction, lack of space, where the hell is one to park? Really?

It's all part of the Slumlord principle Adam...

Basically, the only place to park is at expensive garages that cost an arm and a leg.

What makes it worse is that a Slumlord gets multiple warnings for code violations. Even when they get ticketed the city "negotiates" the final fine down to mere pennies.

When you get a ticket and get towed you don't see the city trying to lower your bill do you??

Perhaps there is an equal protection argument there?
